Progression of a request for change to the town planning bylaws

1. Filing of the request for modification of the bylaws

The application must be submitted to the Town Planning Department by the applicant or his aggent at 1145 Rue de Saint-Jovite.

2. Analysis of the file

The Town Planning Department analyzes the file according to the planning tools in place, such as:

  • Development plan of the MRC des Laurentides
  • Environmental master plan
  • Master plan for parks and trails
  • Town planning plan
  • Town planning bylaws

During the analysis, the person responsible for the file may request additional information. The time limit for this step is around 3 to 7 weeks.

3. Forwarding of the request to various departments of the City

This step is aimed at obtaining the concerns and recommendations of the other departments of the City and is carried out simultaneously at step 1.

4. Presentation of the project – municipal council

If needed and as soon as possible after the request is filed, the petitioner and his proxy are invited to present their modification project to the members of the municipal council during a special working session. After the presentation, there is a question period reserved for members of council. The latter will communicate their concerns and recommendations to the Town planning Department who will inform the petitioner.

5. Presentation of the project – departments of the City

If needed and as soon as possible after the request is filed, the petitioner and his proxy are invited to present their modification project to the various departments of the City, mainly and not exclusively, the publics works, environment and fire safety. After the presentation, there is a question period reserved for the managers of the departments. Other departments in the City also report their concerns and preliminary recommendations to Town Planning Department.

6. Analysis of the file

If necessary, the various technical departments analyze the file and pass on their concerns and recommendations to the Town Planning Department. The delay is approximately 3 to 7 weeks.

7. Drafting of a departmental report

The Town planning Department bearing in mind, if necessary, the results of the steps 3, 4, and 5, draws up a departmental report which indicates the analysis of the file and recommendations.

8. Final decision
