2022 Budget: Mont-Tremblant is Prioritizing Enhancing Public Services, Urban Planning and the Environment

After adopting the three-year capital works program last December, which is set to receive $17.9M in investments this year, the Municipal and Agglomeration Councils adopted a 2022 budget of $51.8M on January 31. The City is setting a 2% tax increase limit for Mont-Tremblant taxpayers and is freezing rates. So, the tax increase for a $350,000 home would be about $45, or 1.5%.

"I would like to thank the new Municipal Council for their work preparing this first budget. This has once again confirmed our intent to continue offering residents an exceptional quality of life with unparalleled services and infrastructure, unlike any other city the size of Mont-Tremblant, on top of an advantageous tax rate," said Mayor Luc Brisebois.

Enhancing Public Services

As promised, the money the City saved from reorganising the police service has been reinvested to enhance public services, including a new Sports Centre opening up in the summer of 2022, next to the Centre collégial de Mont-Tremblant.

The City will invest $1.1M in Domaine Saint-Bernard, including an additional subsidy of $699,000  to update and improve buildings and infrastructure, which will provide an even more enjoyable experience in nature to all visitors and residents in the area.

With regards to fire safety, a guard was added to the downtown fire station, which greatly improved response times. However, it had zero impact on the tax account, given that intermunicipal agreements were made to have all municipalities benefiting from these services make financial contributions, allowing economies of scale.

New this year: The City will be broadcasting live council meetings online to facilitate and encourage democratic public participation. In January, the City started to broadcast virtual meetings online via Zoom to allow the public to participate. Live broadcasting of the meetings held in person will begin later this year.

Development Issues

Throughout 2022, Mont-Tremblant will continue its town planning by-law review and perform the necessary actions to address any issues brought forth by the public during the consultations held in the summer of 2021. A process to determine Mont-Tremblant's architectural identity and framework will take place, in addition to implementing measures to address the housing and labour shortage, intensified by the pandemic. Public consultations will also take place to help define the vision for the Village.

The budget also includes funds for new personnel in the urban planning and environment departments, who were hired in 2021 to help address the increasing real estate and development issues.

Climate Plan and Environmental Action Plan

Following the adoption of the Climate Plan and Environmental Action Plan in 2021, the City has begun implementing these two orientation documents and has reserved nearly $235,000 of the budget for that purpose and $1.8M for the Three-Year Capital Works Program (PTI) detailed below.

2022-2024 THREE-YEAR CAPITAL WORKS PROGRAM (PTI) 

The main PTI projects for 2022 include:

Health

  • Plans and estimate to extend the aqueduct and sewer network for a future healthcare establishment in Mont-Tremblant ($40,000)

Road System

  • Extending Chemin Albatros and Boulevard du Docteur-Gervais (from Rue Desjardins to Montée Kavanagh) ($7.6M)
  • Road repairs and paving ($2M)

Climate Plan, Environmental Action Plan and environmental health

  • Phase III of the separate sewer system ($1.4M - 100% subsidized)
  • Settling tank repairs as well as plans and estimate to increase the capacity of the downtown water pollution control plant ($1M)
  • Switching the conventional street lighting and arena to LED lights ($465,000)

Active transport and public transit

  • Plans and estimate for adding links to cycling network ($60,000)
  • Adding bus shelters ($60,000)
  • Plans and estimate for a park-and-ride facility in the downtown area ($50,000)

Culture and Recreation

  • Splash pad at the Erik Guay Sports Zone ($445,000 - 50% subsidized)
  • Basketball court at Daniel-Lauzon Park ($335,000)
  • Mobile kiosks for the Holiday Market downtown ($115,000)

Trails

  • Developing and updating the trail and bike path networks ($350,000)
  • Pumptrack in the Village ($110,000 - 100% subsidized)
  • Plans and estimate for building a tunnel to help mountain bikers cross Montée Ryan safely ($40,000)
