Development issues: Mont-Tremblant taking a major step towards the overhaul of its urbanism plan

In September, the MRC des Laurentides passed a resolution of temporary control whose effect was to temporarily prohibit, on the territory of the City of Mont-Tremblant, various constructions and expansions for these uses: Commercial accommodation and Housing of more than four dwellings. This resolution was to be replaced prior to December 20 by a temporary control bylaw (RCI – règlement de contrôle intérimaire). The City of Mont-Tremblant has agreed with the MRC not to adopt the RCI and to repatriate the process to the local level.  

The option chosen by the City at this stage consists of a major, gradual revision of its municipal bylaws in view of the overhaul of its urbanism plan during the period from 2022 to 2024. This approach will allow for consultation of the population, which could also avail itself of the procedure for referendum approval, which is not permitted by the RCI. The first step of the bylaw revision occurred during the municipal council meeting on December 20, 2021, with the adoption of four initial bylaw projects and of their notice of motion, with the effect of an immediate freeze.  

Priority issues 

The regulatory modifications started on the 20th of December will tackle, as a priority, some of the most urgent issues identified by citizens in the context of the consultation held last summer, as well as by the MRC and municipal teams. Here are the main points:  

  • Prohibition of construction on lands having a steep slope 
  • Prohibition of integrated projects outside urban perimeters 
  • Construction requirements identical to that of municipal streets for integrated projects’ acccess lanes 
  • Revision of the definition of building storeys to take into account all levels in the establishmnet of the maximum height. 
  • Limitation of building heights to 2.5 storeys outside urban perimeters 
  • Establishment of a maximum height for main buildings 
  • Limitation of the size of residential buildings 
  • Required band of trees between the street and the house outside urban perimeters 
  • Prohibition of contiguous buildings outside urban perimeters 
  • Revocation of the usage Tourist/vacation home (Résidence de tourisme) within the urban perimeters of the Village and of the Downtown district 

Benefits of a local bylaw modification 

A local approach permits acceleration of the establishment of bylaw corrections. In this way, the City can achieve the double objective of tightening the regulations without pausing the projects involving dwellings for families and workers, in the context of the shortage of housing and employees.  

The regulatory modifications will also have wider effects than the areas targeted by the RCI and permit the integration of additional measures. 

More opportunities will be provided to the population to have its say about the proposed modifications. To that end, in addition to the consultations required by law, the City is enhancing the process through the addition of two information sessions, as well as  extending the written consultation.

  2. Information/feedback session (online via Zoom) – January 11, 2022, 7 p.m.* 
  3. Information/feedback session (in person) – January 15, 2022, 9:30 a.m.* 
  4. Public consultation meeting (in person) – January 19, 2022, 7 p.m.*

Individuals may also contact the Urban Planning Department (Service de l’urbanisme) throughout the process. 

This first stage is the beginning of a much larger process that will overhaul the regulations and bylaws. The following is the provisional schedule for the major steps in completing this process:

  1. Revision of the development plan of the MRC des Laurentides  
    • Process already underway 
    • Date when this comes into effect to be determined by the MRC 
  2. Regulatory (bylaw) modifications – Section 1  
    • December 2021 to January 2022: consultations  
    • March 2022: adoption of the regulations (bylaws) and their coming into effect 
  3. Modifications to regulations (bylaws) – Section 2  
    • May 2022: beginning of new consultation processes and adoption of the regulations (bylaws) 
  4. Revision of the urbanism plan and of all regulations (consistent with the MRC’s Development Schema (schema d’aménagement) plan currently under revision) 
    • Fall 2022/Winter 2023: beginning of the process 
    • 2023-2024: come into effect 

This regulatory modification significantly tightens the standards for a large number of current and future projects. It will guarantee development of the territory in line with the identity of Mont-Tremblant and in agreement with the desire of the population to ensure a better integrated development which is more respectful of nature.
